Overview
The Technology Delivery Office Lead is responsible for leading the IT delivery execution function and governance, ensuring the successful delivery of the enterprise technology portfolio projects from initiation through value realization. The role establishes and operates the governance frameworks, delivery standards, methodologies, and execution practices that enable initiatives to be delivered consistently, efficiently, and in alignment with business priorities and strategic objectives.
Working in close partnership with the IT Digital Enablement Leads — who own business engagement, strategy, and demand management within their respective value streams — the Technology Delivery Office Lead ensures initiatives transition effectively from prioritization into project execution and deliver measurable business outcomes.
The role leads a team of Project and Program Managers and is accountable for portfolio execution oversight, delivery performance, cross-functional coordination, risk and dependency management, resource planning, and executive reporting. The Technology Delivery Office Lead also defines and evolves the IT delivery operating model, balancing Agile, hybrid, and traditional methodologies while continuously strengthening delivery capabilities, governance maturity, and operational discipline across IT.
This position reports to the Senior Director of IT Digital Enablement.
Responsibilities
Key Accountabilities
- Own and evolve the Technology Delivery Office function, including delivery methodology, standards, tools and operating model, balancing Agile and traditional approaches and ensuring alignment with the broader IT and business strategy.
- Govern the IT initiative portfolio in close partnership with the IT Digital Enablement Leads, managing prioritization, resource planning, financial discipline, business case validation and benefits realization across the portfolio.
- Oversee the execution of IT Projects, ensuring on-time, on-budget and high-quality delivery aligned with strategic intent, integrating change management practices into delivery to support effective adoption.
- Lead, develop and inspire the team, building delivery capability across the function and maintaining effective management processes including onboarding, development, performance management and succession.
- Track and report project health, value realization, risks and interdependencies to IT and business leadership, drive continuous improvement of delivery practices, and partner with Cybersecurity, Quality, Regulatory and external vendors to ensure governance and compliance of delivery work; other duties as assigned.

Qualifications
Minimum Knowledge & Experience required for the position:
Education: Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field.
Professional certifications such as PMP, PMI-ACP or PRINCE2.
Experience:
- 10+ years of experience in IT project and program management, with at least 5 years in a leadership or PMO role.
- Demonstrated success in establishing and scaling a PMO from the ground up within a complex IT or business environment.
- Strong experience applying and integrating Agile methodologies into PMO practices and hybrid delivery models.
- Proven track record of managing cross-functional IT projects, including application development, infrastructure, and digital initiatives.
- Expertise in continuous improvement frameworks, such as Six Sigma, Kanban, Scrum, Kaizen or others
- Expertise with project and portfolio management tools (e.g., Jira, MS Project, ServiceNow, Smartsheet).
- Excellent communication and stakeholder management skills, with the ability to influence at all levels of the organization.

- Tool Proficiency – Strong command of project management and collaboration tools (e.g., ServiceNow, Smartsheet, PowerApps, PowerAutomate, MS Project, Power BI).
